Welcome to the San Luis Obispo County Pension Trust, also known as, SLOCPT. Our mission is simple: to adequately fund and promptly pay the benefits you’ve earned through public service. As the Executive Director, it is my honor to lead this organization dedicated to protecting the retirement security of our valued Members and their beneficiaries. For over six decades, SLOCPT has established a solid foundation of prudent financial stewardship and a deep commitment to serving those who serve our communities. Born and raised in SLO and then graduating from Cal Poly I guess you could say I know a good thing when I see it. When I am not staring at the bright glare of my computer monitor, I am either with my rescue dog Jasper or spending quality time with my family.

Governance
The Board of Trustees oversees the administration of SLOCPT and governs the investment of the Plan’s assets. Comprised of seven members - three elected by active members, three appointed by the SLO County Board of Supervisors, and the Ex-Officio Trustee (the County Auditor-Controller-Treasurer-Tax Collector-Public Administrator). The Board establishes policies and provides strategic direction to ensure the effective management of the Plan.

Legal Counsel
Firm: Olson Remcho
Dave Lantzer became SLOCPT’s outside General Counsel in November 2025. Prior to joining Olson Remcho, Dave served as in-house counsel for the San Bernardino County Employees’ Retirement Association, the Sonoma County Employees’ Retirement Association, and the Orange County Employees Retirement System. He is a member of the National Association of Public Pension Attorneys, the California Association of Public Retirement Systems, and the State Association of County Retirement Systems. He previously served on the Legislative Committee for the State Association of County Retirement Systems and is currently active as the parliamentarian for the Association’s semi-annual business meetings

Investment Consultant
Firm: Verus
Scott Whalen is primarily responsible for providing strategic investment advice to help ensure clients meet their long‐term investment objectives. Scott is also a Verus shareholder and a key member of the Verus leadership team.
Prior to joining Verus in 2002, Scott built a distinguished career in management consulting at McKinsey & Company and Ernst & Young, where he led corporate and public sector institutions to increase efficiency and improve operational performance. Scott has extensive experience working with multiple stakeholders across industries, where he has honed his ability to foster effective decision‐making in challenging environments.
Scott is a recognized speaker at industry conferences, where he has presented on a broad range of topics including asset allocation, alternative investing, manager oversight, attaining operational efficiencies in investment programs, the challenges and potential benefits of dynamic asset allocation, and the importance of maintaining a long‐term perspective.
Scott received a bachelor of arts degree (BA) in economics from Wake Forest University and a master's degree in business administration (MBA) from the University of Southern California Marshall School. He has earned the right to use the CFA and CAIA designations and is a member of the CFA Institute, the CFA Society of Los Angeles, and the CAIA Association.

Investment Consultant
Firm: Verus
Claudia Schloss has over 30 years of experience within the investment management industry. At Verus, she provides a broad range of consulting services to a variety of institutional plan sponsors, including strategic asset allocation, manager structure analysis, manager selection, risk management, and continuing education of fiduciaries. Claudia has experience in investment management consulting, portfolio analytics, client service and business development, working at BP Associates, TCW, Western Asset Management, Merrill Lynch, and other investment firms.
Claudia is well known in the industry for her analytical and client service skills. She has held committee positions for various plan sponsor organizations, including Program Committee and Affiliates Committee for SACRS (State Association of County Retirement Systems in California) and Advisory Committee for NCTR (National Council on Teacher Retirement).
Claudia earned a CFA charter (Chartered Financial Analyst) in 2001 and is a member of the CFA Society of Los Angeles. She graduated from the University of Southern California with a bachelor of science degree (BS) in business administration with a double emphasis in corporate finance and entrepreneurship. She has served as a board member on the Bond Oversight Committee for the City of Manhattan Beach and the National Charity League Los Angeles Founder Chapter.

Actuary
Firm: Cheiron
Anne has nearly 30 years of experience as an actuarial consultant advising large complex public retirement systems, mainly in California.
Her experience includes developing funding policies, performing actuarial valuations, cost projections, conducting experience studies and sensitivity analyses, producing GASB accounting disclosures, and consulting on complex Internal Revenue Code section 415 issues and GASB 73 disclosures.
California Gov. Gavin Newsom appointed her to the California Actuarial Advisory Panel in June 2021.
She excels at translating arcane actuarial concepts into clear and concise presentations for boards of trustees so they may make informed decisions for their plans. She joined Cheiron in February 2007 and set up the firm’s San Diego office. She is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA, and a Member of the American Academy of Actuaries.

Consulting Actuary

Alice has more than 17 years of experience working with public and multiemployer pension plans and OPEB plans.
Her experience includes developing plan funding and benefits policies, risk management, preparing and reviewing actuarial valuations, experience studies, accounting requirements, and government filings. She has also worked on numerous special studies, including plan designs, purchase of service credit calculations, and cost analyses.
As a consultant, she realizes the importance of giving clients clear information so they can make informed decisions. She shares her actuarial expertise at seminars and conferences.
She joined Cheiron in December 2008.She is an Associate of the Society of Actuaries, an Enrolled Actuary under ERISA, and a Member of the American Academy of Actuaries. She is working toward a Fellowship in the Society of Actuaries.

Lindsey Zimmerman serves as the Engagement Partner on SLOCPT’s audit. Lindsey has worked in public accounting for 17 years. She specializes in retirement systems, counties, cities, and special district audits. Lindsey earned a Bachelor of Science Degree in Accounting from Azusa Pacific University and is a certified public accountant (CPA) in California. Lindsey enjoys getting involved in the community through fundraisers and serving on boards. When she is not working, she enjoys playing sports and spending time with her family and friends.
